Features
Bob's Track Builder has a lot of features and the list keeps growing. Here's a brief run-down of the more commonly used features.

Click and drag track creation uses splines to form all polygons. A number of points is all it takes to create a basic layout in minutes rather than hours.
Support for Closed-loop circuits or lengthy Point-to-Point tracks so you can create your favorite race track or design a long winding rally track.
Combine multiple tracks into one allowing for pit lanes or multiple routes.
Export directly to rFactor, Richard burns Rally or DirectX formats (can then be used in other games).
Add terrain using simple tools to cover vast areas with just a few clicks. Apply Materials and Blend with background images or other textures to form interesting landscapes.
Materials can now use texture transparency to allow see-through fencing or the more creative may use them for other types of objects.
Use background images to trace your track outline, then use those same images to create the surrounding terrain. Blend with other textures to created well detailed, yet realistic looking ground.
Use GPS or Google Earth data to import kilometers worth of track with just a few clicks.
Advanced support for in-game Bump, Specular, Additive and Multiply maps. Use the advanced mapping properties to create detailed looking surfaces and to remove the repetitive patterns that plague many novice built tracks.
Modifiable cross sections allow great detail and easy change in surface shape. Using this in combination with multiple tracks give you great control over how many polygons are generated.
Predefined materials allow easy creation of different surfaces.
The use of XML along with a Material sub-folder structure allows the addition of more material packs or create your own default materials.
Add camber (tilt) to your whole track or to individual sections using a simple camber tool.
Change the width of tracks and have width changes smoothly interpolate using simple click and drag methods.
Set the start position and timing gates for rFactor.
Add pacenotes for Richard Burns Rally.
Add Walls and Fences to your track and if you decide to make height or position adjustments to your track, they will also automatically adjust saving hours of editing.
More to come the least of which is listed here.
